Tribal Transportation Strategic Safety Plan

The Tribal Transportation Strategic Safety Plan offers a national assessment of transportation safety needs in Tribal areas. For each topic the plan provides Tribal Governments with strategies and resources that can be utilized in the pursuit of saving lives. The development and continual update of a Tribe-specific strategic transportation safety plan tailored to the experience and needs of each Tribe continues to be strongly encouraged. As Tribes develop custom safety plans and other safety efforts, the details of this document may be useful for comparison to national trends, identifying strategies, or finding resources. The topics in the plan are: Decision Making Process, Crash Data Collection and Sharing, Occupant Protection, Roadway Departure, Impaired Driving, Pedestrian Safety, and Availability of Public Safety Services. The safety plan informed the Report to Congress: Options for Improving Transportation Safety in Tribal Areas.

Report to Congress: Tribal Governments & Safety Data

The generally low-quality of safety data available in Tribal areas makes it difficult to fully understand the transportation safety problem and develop appropriate countermeasures. With improved information, better tailored programs and projects can help to reduce transportation incidents that result in fatalities and serious injuries. On May 24, 2017, the Federal Highway Administration published a report to Congress titled “Tribal Governments and Safety Data”. 

The report contains several recommendations to help improve the quality and availability of safety data in Tribal areas. Already FHWA and NHTSA have coordinated on changes to the Traffic Records Assessment Manual that reflect the need to involve Tribal data when assessments are being conducted. Also, the Tribal Transportation Program Safety Fund will now encourage Tribal governments to conduct a crash data self-assessment to evaluate the benefits of improved crash data collection, sharing, and use. Guidelines for conducting such an assessment can be found in National Cooperative Highway Research Project Report 788. The Tribal Transportation Safety Management Steering Committee plans to serve as a national-level traffic records coordinating committee.

Report to Congress: Options for Improving Transportation Safety in Tribal Areas

This report summarizes the topics addressed in the safety plan and provides a list of options for improving transportation safety, as required by the United States Congress in Section 1117(c) of the Fixing America's Surface Transportation (FAST) act. The topics covered in this report are separated into two categories, priority and additional topics. Priority topics are those which data indicates are national-level issues or which help establish data driven decision-making frameworks.
